IN the swf, you need to make sure that the first frame has something in it -
even with the _alpha set to 0 - that defines the size of the swf. If the
first frame is empty, Xerte doesn't know how big to make the panel. I
usually make a transparent MC called 'background',

So what can I do then? I created a Flash AS2 file and exported as an swf and
same thing?

Because you can't load up AS3 swfs into the AS2 runtime,

I created a custom .swf in Adobe Flash CS4 as an action script 3.0 file(not
coding anything - was an animated image)

When I imported this into Xerte as a Flash animation it appears on the page
but at the top of the screen an cropped? Why is this?

Thanks,

Regards
