[Xerte] Uploading Template to Toolkits

I always get myself tripped up trying to do equivalent of chmod on windows
folders.

The htaccess doesn't get used by management.php when uploading, so it's not
going to be that

 

It's more likely to be the chmod settings in the modules folder

New type of template, as in under the management.php console. Just trying to
get a new interface uploaded to create from on toolkits.

Upload a template as in RLO, or a new type of template?

I'm trying to upload a template to toolkits and I'm getting a "Warning: open
dir... failed to open dir..." error. I presume this is a write/access issue.
Our XAMPP installation does have htaccess and so I've installed toolkits
with htaccess set to true. Is there something obvious I'm missing?
