[Xerte] Xerte 3.0 on W7 64-bit: unable to find added library path

I installed Flex SDK, SA Debug Flash Player and Xerte 3.0 and set 
settings.xml to the SDK dir. However any SWF build crashes complaining 
that the added library path cannot be opened:

Maybe the two tildes (~) in the added library path should not be there? 
But how to avoid them? I run W7 64-bit and Xerte 3.0 installed as 32-bit 
app in C:\Program Files (x86)\XerteProject\Xerte3.
