[Xerte] Dragging graphics, media etc.

Agreed about the 'always on top' but just tried it and when I drag/drop the
correct media type as opposed to importing from the menu, nothing happens
and there is no hidden error message either - just silence. I have tried
dragging to the page, the icon and the URL property. It's not a major
problem but a little disappointing. I can easily live with this.
