[Xerte] PHP long tags

Hi

Ran a fresh install using this long tag version with short tags switched
off in my php install. Worked great, much smoother than the previous
install. Maybe I'm getting the hang of it now ?!

A version of the last installer with long tags turned on is available at

http://www.nottingham.ac.uk/xerte/downloads/toolkits_server.php

Please note this does not contain the most recent bug fixes and as such
is a "branch" of the code. When we get sufficient feedback to proceed
with one version, this zip will be removed, and there will be one zip
with long tags in.
