No, it's not mod_rewrite.  Or at least, it's reported as running by php_info() (see list attached).

Ok so that looks fine - so I am guessing mod_rewrite isn't turned on.

If you do a php info page - look for "Loaded Modules" in the "apache2handler" section (or do ctrl+f and type in "mod_rewrite").

If it isn't, it's a matter of opening the http.conf for apache and removing the comment before mod_rewrite, then restarting apache.

The installer should have instructions on how to do this (for xampp) in the zip.

Local installs of XAMPP come with mod_rewrite turned on, other installs may not.
