Yes, you can. In the [xerte]\templates\frameworks folder in the
directory you installed xerte to is the source code. Have a play,

	There is an example named Custominteterface where u have a meniu
that  you can drag all over the interface.My question is if u can put a
picture(jpeg or gif) on the background of that control instead of the
