Ah! I think that's .htaccess
Just tested a v3 install without apache/htaccess enabled and just clicking
edit on an MI project works fine and opens in the new editor and Shift +
edit opens in the Flash editor.

Will check another install where Apache/htaccess is enabled...

That doesn't work for media interactions pieces here.

But I think it's OK, we have a workaround to hit edit_ directly and then
publish, see the changes in play_.

The shortcut is shift + edit.

Which BTW you have to use for any interactive diagram page types if you want
to see the image below the hostpots etc.
In those instances I've been advising being very careful and lonely editing
that particular page type and not others in the Flash editor.
