Tom described it as "The most annoying change (for the end-users)" and
really that means just those upgrading because it now involves more steps
rather than just the single step of commenting/uncommenting auth_config.php
or not overwriting auth_config.php in the first place. e.g. update the code,
run upgrade.php, visit management and change auth back to what it was. So it
needed the guidance to be updated and inevitably we're going to get support
requests by those who don't read or follow that guidance. Longer term in
theory at least it's a benefit because no need to protect auth_config.php in
future.

It would have been better if the change to authentication now being
controlled via management wasn't enforced e.g. renaming the new
auth_config.php to auth_config_dist.php but I've updated and committed the
upgrade and moodle integration guides to account for this change. Committed
to develop.

I haven't updated the installation guide but that's been out of date for a
while really and is a bigger task to update.
