I think a lot of institutions have a slow roll out so probably have an old version which they don't upgrade until live and so on.

I don't think it's management - it'll be some weird code change

The other point is why still 1.8? If memory serves there were quite a few
changes to management between 1.8 and 2.x so upgrading is obviously
worthwhile but perhaps the problem is whatever customisation was done.

I think Pat's answer tells it all. He seems to remember that this
installation is customized. We can't guess anything if we don't know for
sure.
