Yes, I know a company that created a system like that for reviewing scorm packages. It cost an arm and a leg to buy though!

A good idea for the future…

The reason why we wouldn't use page titles is precisely because they can change at review stage. I've been through review processes with more than 20 people making comments on every aspect. So you need some sort of identifier that can be referred back to.
