Yes it will only stream if coming from a streaming server! e.g. YouTube,
Vimeo etc

We have some issues with videos, and I don't really know if it is an issue
with our install, or that something changed in the
Javascript/HTML5 engine.

- When we use a local mp4 video file, it is not streaming, i.e. it has to be
downloaded before it starts playing.

Is that expected behaviour?
