[Xerte-dev] Installer

Hello,
Installer changes-----------setup/index.php will not load if it finds
a database.php in the root-----------
-----------Xampp with generate a fixed username and a password based
on a timestamp of when the installer runs
If you run the xampp.php page it looks for database.php and if it
finds it it won't run again----------
----------The full install now has an whole page to ask for an admin
password
On the final page it won't run at all if it finds an entry in the site
details table----------
