The point is it's HTML, and you make it with a text editor.

Nerd note,

Remember that HTML 5 has a slightly generic meaning. For some it is synonymous with "flash free", for some it means using video and audio as canvas tags.

I think most HTML on the web is still 4, you just get some bits of 5 around.
