Yes, export will copy data.xml to template.xml and after finishing with 
the export, the file should be deleted.

This indicates that php crashes somewhere during export.

I'll see if I can see something in the code. A while back I added some 
_debug statements to export.php, can you afford to switch on developer 
mode in config.php? There should be a debug.log file in folder /tmp that 
might give us a clue of what is going on. But be carefull, full php 
error reporting will be switched on. Don't do it in a production 
installation!
