My suggestion would be to release what we have now as a version that has the first multi-language support. This will (hopefully) invite people to create the translations themselves through http://xertetrans.xerte.org.uk  and we can distribute those as language packs for the time being.

Yes it can, it uses the language-config now, but we could verify if the corresponding folder exists before adding the menu item. This would be in the the editor (I think). Want me to have a look at that?

In XOT the languages are (at the moment) hardcoded in index.php, but we should be able to do the same thing there as well.

XOT has a different problem, in that it really should have different database entries for the different languages for the descriptions of the templates etc.

This is the standalone version, right?

The French wizard translation isn't there, and the French translation of all the pages. So, they fall back to English.
Only the en-GB and the nl-NL are actually populated.
