Not really a proper help authoring tool but if you want the benefits of
collaborative development what about Google sites? Here's an example we
developed collaboratively on the LCoM project
https://sites.google.com/site/spacequickhelp/

Subject: [Xerte-dev] Online Help

Just bringing a conversation with Jonathan to the list: does anyone know /
recommend / use anything that makes it easy to create online help. Something
like asdoc / javadoc but not necessarily for code, something we could use to
create a help file for all the page types?

I've used helpmaker (because its free and OK) in the past to create the
xerte help file, but it's a .chm file, I'm thinking about something more web
based.
