Ehmm... it should NOT be in there. It should be put in at run-time, but 
the template files should NOT contain that item.

What happen is the following:

When creating a new project, the 'blank' files are copied to the proper 
place (without the language attribute), and when the editor is first 
started, it checks whther the attribute is available or not. When 
available, the language (of the wizard) is set accordingly. If not set, 
it wil set it to the current selected language.

So, if the attribute is in the 'blank' templates, you will never be able 
to create a Dutch project.
