 It’s not flash, though, it’s in the wizard-en-GB.xml file.

Had I known that I would have fixed it.

I don't know much about how Tom has implemented the language side of things.

When you create a new project the language="en-GB" attribute is added to
the project.
I think this then ensures that the correct folder for the xwd files is used
by the project when adding new pages.

Unfortunately it appears that when Xerte opens a file it fails to check for
the type of file, so if you open a model file directly in Xerte it gets a
language attribute whether it wants one or not!
