Hey André,
for Belgium I simply require "proof" for any new species seen. Proof can be of any type, but it should be conclusive. If this is achieved by photograps, fair enough. Though I still advise observers to collect, as taxonomy is very versatile.

And if there are any regulations written down about this subject, in this changing time of digital photography...

We accepted a species of springtail as new for the Dutch list based on a picture of an insect (was it a grashopper?) that accidentilly also captured the springtail. For once, the springtail was unique in having a zebra stripe pattern and thus even recognizable when it was slightly out if focus.
