[Maths-Education] HEI based contact hours for secondary mathematics

Most of our course is off campus, so the notion of contact hours is 
not useful. Indicative hours are better obtained from the advice that 
we give students -- to expect to spend 10 hours per week on 
coursework for one unit (subject).
On-campus units have about 3 hours of contact per week,.
We have 14-week semesters -- two per year.
A full time student would be studying 4 units.
